Brock and Goode Earn Certified Community Leadership Practitioner (CCLP) Designation

The Association of Leadership Programs (ALP) proudly recognizes Kate Brock, Executive Director of Community Education Center of Elk & Cameron Counties (CEC), and Amy Goode, Program Manager for the Community Education Center for Elk and Cameron Counties (CEC), as the newest recipients of the Certified Community Leadership Practitioner (CCLP) designation.

The Certified Community Leadership Practitioner (CCLP) program was developed in response to membership feedback to provide extensive ongoing training opportunities for Community Leadership Program professionals. The CCLP designation provides Community Leadership Program professionals an incentive to achieve excellence in professional performance with mastery of essential skills. The development of the Certified Community Leadership Practitioner program began in 2016, with the first CORE training course offered in 2019 in conjunction with the ALP National Conference held that year in Tulsa, Oklahoma. 23 Community Leadership professionals participated in the first cohort. Since 2019, 79 CLP professionals have completed the required 16 hours of CORE training.

Twenty-one individuals, including Brock and Goode, have completed the process, passed the certification exam, and earned the CCLP designation. 

About Kate Brock, CCLP
Since 2013, Kate Brock has been the Executive Director of the Community Education Center of Elk & Cameron Counties (CEC), where she provides overall strategic leadership and management for the organization. The CEC is a nonprofit organization which provides opportunities for academic, personal and professional develop. The CEC hosts and facilitates credit and noncredit programs, adult basic education, and computer-based certification testing throughout a large rural area. The CEC developed and operates two community programs – the community-based Leadership Elk & Cameron program, and the DISCOVER Partnership (a college and career development program for K-12).
Kate completed the Leadership Elk & Cameron program in 2012 as the CEC’s Program Director and has been a main coordinator of the program since then. In 2025, Kate completed the Association of Leadership Program’s Certified Community Leadership Practitioner program.
 
Prior to joining the CEC, Kate worked as a senior project coordinator and research assistant for the Central Pennsylvania Workforce Development Corporation, a 501c3 organization. She assisted in carrying out a needs assessment on community college services in a nine-county region, coordinated programs and research on at-risk youth programs and job training opportunities including the Workforce Investment Act and YouthBuild programs. Kate has also provided independent consulting to organizations around the state related to career education and industry and community partnerships. She was an AmeriCorps volunteer with the National Civilian Conservation Corps where she gained experience in community development with organizations across the country including the Boys and Girls Club, the National Park Service, and Habitat for Humanity.
 
Kate holds a Master’s Degree in Public Administration from Penn State University and a Bachelor’s Degree in History and Art History from Bloomsburg University. She has served on several boards throughout the community and the Commonwealth of PA. She was a founding member and chair of the Northern PA Regional College, an early member and chair of the PA Wilds Center for Entrepreneurship. She has also served on the board of the PA Association of Nonprofit Organizations, the Elk County Council on the Arts, Penn Highlands Elk Hospital, and the North Central PA Workforce Development Board.

About Amy Goode, CCLP
Amy Goode is a dedicated leader in education and workforce development with over 20 years of experience connecting students, businesses, and community partners. Since 2016, she has served as Program Manager at the Community Education Center for Elk and Cameron Counties, where she oversees the DISCOVER Partnership—a collaborative initiative bridging the gap between business and education.

Driven by a passion for empowering the next generation, Amy serves as a liaison between schools, colleges, employers, industry associations, and community groups to expand educational opportunities and promote career readiness. Through this work, she helps students and adults identify local career paths and opportunities in their “own backyard”, connecting them with the right education and resources to achieve their goals. 

Amy completed the Leadership Elk Cameron Program in 2011.  She is now a member of the advisory committee, assisting with the organization and facilitation of this community-based leadership initiative. In this role, she helps design engaging sessions that educate participants about the strengths and challenges of the region, fostering informed and civic-minded leaders who are equipped to guide Elk and Cameron Counties into the future.  Amy holds an Associate Degree in Business Administration from Penn State University, is a Certified Community Leadership Practitioner, and has served on many community boards. She is currently President of the Ridgway Area School District Board of Directors.
